Municipal Solid Waste Annual Reporting Program
Use these forms and instructions to submit your MSW annual report online, by e-mail, by fax, or in hard copy. Reports for fiscal year 2012 were due December 31, 2012.
Introduction
Title 30, Texas Administrative Code, Chapter 330, Subchapter P 
(relating to Fees and Reports), requires owners or operators of permitted and registered municipal solid waste (MSW) facilities to submit reports to the commission covering the types and amounts of waste processed or disposed of at the facility. The TCEQ analyzes the data provided in these reports and publishes an annual summary report titled Municipal Solid Waste in Texas: A Year in Review (TCEQ publication AS-187). Reports are based on the Texas state fiscal year, which runs from September 1 of the prior year to August 31 of the current year. For example, all references to 2011 are to fiscal year 2011 (FY2011), which began September 1, 2010, and ended August 31, 2011.
How to Submit MSW Annual Reports
Online Form
Submit MSW annual reports online through STEERS (State of Texas Environmental Electronic Reporting System).

Hard Copy Forms
If you are unable to submit the MSW annual report online, hard copy forms are available for the different MSW facility types (see table below).
How to submit completed hard copy reports:
- E-mail attachment to diane.barnes@tceq.texas.gov; or
- Send by U.S. Mail (please use the complete mailing address provided below, include the mail code MC 124); or
- Fax to (512) 239-2007, to the attention of Ms. Diane Barnes.
